Public service broadcasters across Europe are venturing into the digital world, launching niche TV channels, building extensive websites, developing commercial services, entering into partnerships with external actors, and exploring new ways to reach users, whether its through smart phone apps or screens in public spaces. Such endeavours intensify fundamental discussions about what we need public service media institutions for. These are complex discussions, building on history, encompassing new technology, and involving a range of strong stakeholders.

 

Recently, the so-called public value test has emerged as the focal point for these discussions. As a detailed regulatory scheme to measure the public worth and possible market impact of planned publicly funded media services, the public value test is causing controversy across Europe.

In so doing, the book is a topical intervention in the ongoing debate about the future of our media systems.

jacques briquemontJacques Briquemont, RTBF,  is the new President of Circom Regional, elected on 19th  November 2011 during the European Board meeting.

 

CIRCOM has recently been aiding the Georgian Association of Regional Broadcasters in their quest to be recognized as a serious group of independent broadcasters within their country.  

A recent visit to Georgia by Roel Dijkhuis and Karol Cioma was followed by a visit to our colleagues at HRT in Croatia. The group visited the main studio in Zagreb followed by visits to the regional centres in Rijeka and Zadar.  A visit to a private TV Station Vox TV in Zadar was also arranged. The visit to Croatia by the GARB delegation was funded by the European Union.

 Proposed future cooperation and assistance for our colleagues in Georgia include a visit by Circom President and training for technicians from the regional stations.

 Following the visit to Croatia the letter  pdf was received from Ketevan Vashakidze, the  Director of the Eurasia Partnership Foundation.
