The third CIRCOM Regional Strategic workshop “PUBLIC SERVICE MEDIA - BETWEEN INTERNAL AND EXTERNAL PRESSURES”, aimed at senior managers, is held in Ljubljana on June 12-14, 2014.

Key speakers from the United Kingdom, Sweden, Ireland and Slovenia with fellow executives from CIRCOM member stations are discussing issues concerning the most important questions regarding our present dilemmas and future development. We are trzing to discover the common ground between external and internal pressures recognized by our managers and other executives, who have to define them and resolve the problems at the same time. Or maybe not?

Internal pressures could be:

Economic and organizational
The structure of employees
Number of employees
Working and operational costs
Relocation of the employees to a different part of a country or region

At the same time we know how important editorial guidelines for public service media professional and ethical standards and values are, but what if they come under pressure?
We now have many cases of the transition from analog to digital broadcasting, more new services have been launched, but journalists and other professionals are still working in the same time consuming way, this creates an imbalance with more pressure directed to journalists and other creative professionals and less to the administrative staff, logistics and technical support and other internal services inside the organization. “Development of a profession” or “development of a job” is two new phrases that we understand are very different – so what do they mean?

External pressures are better known, and areeasier to find, for an example:
Are politicians guilty for all our troubles? Of course we have a lot of European democracies (and not only the new ones!) full of problems regarding freedom of media, financing of media, legality of media operations, etc.
Common to all of these deviations is the will of the political, economic or other interest groups to control media. And public media is under more pressure than private media, because the public media is the only target of all media which could be “privatized” by any interest group.
How idealistic are we in our beliefs that we are untouchable? How efficient are we in activities to prevent typical “principal-agent” problem generated inside our media to be able to answer better to the external critics of our work?
How are we answering the question why citizens in some country need and depend on public service media? How are we able to convince the public that we are not less productive and less efficient when they compare us with the commercial media?
