13th and 14th April 2004, Brussels

CIRCOM Regional and the European Parliament are jointly organising  a Seminar for 10 new members of EU which will be related to the European elections 2004.

The Seminar should be attended by Journalists or Editors who in your Television organisation report on the elections. The intention of the Seminar is that the participants get to know the functioning of the European Parliament, the importance of the elections, the technical possibilities that are at the disposal to the journalists. During the Seminar the participants will have the possibility to use  technical capacities for making the reports, free of charge. The European Parliament is trying to arrange a meeting with the President of the European Parliament, Mr Cox, who would answer the questions of the participants-Delegates.

The travel and subsistance expenses of the Delegate from each country will be borne by the European Parliament. The daily allowance has been set at 100 euro. Delegates are kindly requested to arrange their journey by the most economical route. Travel expenses will only be reimbursed upon presentation of documentary evidence of the sum actually paid (invoice). Delegates are requested to book the hotel accommodation themselves. With the daily allowance (100 euro) the delegates will pay the hotel.

The Delegates should have their Press Card with them and they should bring a brief description of how their television organisation intends to cover the European elections.

Since this is the first time that we are making a Seminar together with the European Parliament, you are kindly requested to choose the right candidates, if not from your Regional stations then from the central station. This is of course one additional benefit for CIRCOM Regional.

During the European Board meeting in Wroclaw, Poland, Nov. 30 2003, the election for the President and the members of the Executive Committee will take place.

The election procedure shall be as follows, determined by the Statute:

1) Each candidate must be nominated by a National Coordinator and seconded by two others. National Coordinators may exercise their right either to nominate or to second, but not both, and may do so for only one candidate.
2) Nominations must be submitted in writing to the Secretary General.
3) Each candidate shall provide official approval in writing from his organisation enabling him/her to take the responsibility for tasks allocated by the Executive Committee.

Each member of the EC shall be allocated responsibility for a specific field of activity.
The fields of activity are: Finances, Annual Conference, Training, Coproductions, Prix Circom, EBS, PR & Sponsors.
Therefore you are kindly asked to select two fields in which the applicant’s work will be useful for CR.

In the current EC, the membership expires for four National Coordinators (E. Spanily, P. Couchard, Z. Medved, J. Klein).
There is also the possibility for the extension of the mandate for J. Klein for a year.

RAI’s Paolo Morawski is the new president of CIRCOM Regional, succeeding Lefty Kongalides who was in the same position from 2001-2003.
With an unanimous vote of the European Board Morawski accepted the honor of leading Europe’s only regional television association.
Morawski was instrumental in the success of the annual CR conference in Grado, Italy.
In a short speech Paolo thanked everyone and underlined that he will “listen, listen, listen” to what the members suggest and ask and he will do his best to carry on.

Kongalides, whose tenure as president ends December 31, added that the CIRCOM Regional years were the best of his career.
Full of praise for the outgoing president were also CR General Secretary Marija Nemcic and European Board member Jean-Marie Belin.

With the issue of October 2003, the CIRCOM Report celebrated 48 weeks of continuous publication, that is four years altogether.
