RTV Slovenia is Slovenia's national public broadcasting organisation. Based in  Ljubljana, RTV has two regional broadcasting centres in Koper and Maribor. RTV is mostly funded through a licence fee.


Organization
According to the Law (lex specialis) passed on 12 November 2005, Radio-television Slovenia is “a public institution of special cultural and national importance performing public service in the field of radio and television activities … with the intention of fulfilling democratic, social and cultural needs of the citizens of the Republic of Slovenia, Slovenians abroad, Slovenian national minorities in Italy, Austria and Hungary, Italian and Hungarian national communities in the Republic of Slovenia … (Article 1)

The public service of RTV Slovenia has been established by the Republic of Slovenia.

It is the duty of the founder to assure institutional autonomy and editorial independence of RTV Slovenia and provide adequate funding for the fulfilment of public service (Article 2).

According to the Law, public service of RTV Slovenia includes creation, preparation, archiving and broadcasting of:

two national TV channels
three national radio channels
radio and TV programmes in the regional centres in Koper and Maribor
one radio and TV channel for the Italian and Hungarian national community respectively
radio and TV programmes for the Romany community
radio and TV programmes for Slovenian national minorities in the neighbouring countries and Slovenian emigrants and workers abroad
radio and TV programmes for foreign audiences
teletext and an Internet and mobile portal
according to the Law, public service of RTV Slovenia includes a special national TV programme for direct broadcasting of the sessions of the National Assembly of the Republic of Slovenia and its working bodies, and the sessions of the National Council.

 

Management and Supervision
The managing bodies of RTV Slovenia are the Programme Council and the Supervisory Board
The Programme Council consists of 29 members, of which:

one member is appointed by the Hungarian national community
one member is appointed by the Italian national community  
one member is appointed by the Slovenian Academy of Sciences and Arts  
two members are appointed by the President of the Republic on a proposal from registered religious communities  
three members are directly elected by the employed of RTV Slovenia; they have to represent information programming , culture and arts programmes and the technical department  of the organisation
five members are appointed by the National Assembly on a proposal from political parties, as closely as possible reflecting the proportional representation of the parties in the National Assembly,
sixteen members are appointed by the National Assembly on a proposal from the viewers and listeners of the programmes of RTV Slovenia; universities, faculties and associations, associations' unions and their organizations, particularly in the fields of art, culture, science and journalism, and other civil-society organisations, with the exception of political parties and their forms of organisation. Candidates' suitability and qualification are demonstrated with documents required in the body of the public call (Article 17). They have also to be from different regions.

 

Members of the Programme Council are appointed or elected as of the date of the signing of the decision on the appointment or the decision on the election, or upon the day of appointment in the National Assembly. Their mandate lasts for four years starting upon the day the Programme Council is constituted (Article 18). First half of them will be replaced after 2 years.

The rights and duties of the Programme Council are:

to adopt programme standards, programme concepts, programme-production plans and programme outlines on a proposal from the Director General;
to deal up-to-date with their realisation and with the viewers and listeners' comments and proposals.
to give consent to the statute of the public institution and an opinion to the proposal of the financial plan provided by the Director General and adopted by the Supervisory Board.
to appoint and relieve the Director General and provide prior consent as to the appointment and removal of radio and television directors.

 

The Supervisory Board consists of eleven members, five of which are appointed by the National Assembly, representing the proportional representation of political parties in the National Assembly; four are appointed by the Government and two are directly elected by the employed of RTV Slovenia (Article 26). The Supervisory Board is appointed for a period of four years and constituted together with the Programme Council.

The Supervisory Board adopts the statute on the basis of a prior consent by the Programme Council, adopts financial plans and annual reports and sets the fees for services not included in the public service.

The Director General manages the work of RTV Slovenia. He/She is elected by the Programme Council for a four-year mandate on the basis of a public call.

The Director General appoints – on the basis of a public call and given a prior consent from the Programme Council – the Director of Radio and TV, Deputy Director General for national programmes and other editors-in-chief (on a proposal from directors of radio and television). All these functions require prior public calls.

In case the directors of radio and television propose to the Director General to appoint as editor-in-chief a candidate that has not received a positive opinion from the majority of programme workers in the editorial office (the principle of workers' participation), this majority has the right to propose to the Director General a candidate who has received their positive opinion, and duly inform the Programme Council. Should this be the case, the Director General chooses a candidate after acquiring consent from the Programme Council (Article 21).

The Director General also appoints and relieves other senior executives determined by the statute.

RTV Slovenia is a member of the EBU and plays an active role in many international organisations and consortia. It is also one of the founders of co-operation among different radio and TV broadcasters in the region of the Alps, the Danube and the Adriatic, and is active in Central Europe and Mediterranean as well. RTV Slovenia is more than open to all kinds of international co-operation and co-production. Besides its production and media specialised correspondence centres in the country, RTV Slovenia also has a joint network of correspondents abroad, in Italian, Austrian and Hungarian towns near the border and in New York, Moscow, Brussels, Vienna, Bonn etc.

Important joint activities promote relations with Slovene emigrants all over the world and inform the public abroad.

RTV Slovenia contributes to satellite broadcasting by active co-operation with foreign programmes and by leasing satellite channels.

Slovenia has 2 million inhabitants, 640,000 TV households, 72% cabled, and approx. 100,000 individual satellite receivers.

The 46 million Spaniards have a wide choice of TV stations, both national and regional systems. The national network Television Espanola (TVE) started back in 1957. Spanish regional television first started in San Sebastián, when the Basque Government decided to broadcast to their people in their own language in 1982. A second Basque channel, broadcasting in Spanish, opened in 1986. In 1985 Televisión de Galicia (TVG) set up its own full service transmission in Galician from their station in Santiago de Compostela covering the Galician region. 

Similar systems have been implanted in Catalonia (1983), Valencian Community (1989, shut down in 2013), Andalusia (1989), Madrid Community (1989), Canary Islands (1999), Castilla-La Mancha (2000), Asturias (2005), Murcia (2005), Balearic Islands (2005), Aragon (2005), Extremadura (2006) and Castilla y León (2009).

In Spain these broadcasters are usually called autonomous TVs, since they are owned by their corresponding Autonomous Communities, whose governments provide them with subsidies though extra finance is raised through commercials. These stations aim to spread and promote the culture, the traditions, the language and the social and institutional reality of each Community, offering a public service of close contents. They also undertake a crucial role like engines of the local audiovisual industry and innovation. 

In 1988 they founded the Federation of Autonomous Broadcasting Companies (FORTA) in Spain. This network of 12 stations and based in Madrid has proved particularly important in securing agreements with major film companies, news services, advertising groups, sports rights owners, other TV companies as well as organising exchanges with other public or private Spanish stations and co-ordinating productions projects with all or part of the members. Besides FORTA stations, TVE also run several smaller regional services, mainly news and sports. 

Spanish public media are facing up to the current digital environment that has reformulated the chain of value, to the fragmentation of audience because of the boost of the thematic channels produced after the arrival of TDT (Terrestrial Digital Television), to a strong reduction of the advertising investment caused by the economic crisis and to a restriction of the budgetary contribution.

TVG was set up in 1985 as the main branch of Compañía de Radio-Televisión de Galicia (CRTVG). This full-service station broadcasts 24 hours per day in the own and official language, Galician, on two digital terrestrial channels reaching around 3 million people in Northwest Spain, and two satellite channels for America and Europe, where there are large Galician communities. 

The budget of this public service broadcaster is supported mainly by the autonomous Government as well as advertising. The staff accounts near 900 employees in its production centre and four bureaus in the main cities of Galicia plus one more in Madrid.

TVG is leader in news programmes, usually reaching audience shares of 30%. The programming includes news, culture, animation, contests, drama series, featured length films, talk shows and sports. 60% of the production is done with in-house resources.

The public service radio and television company is firmly established in the Galicia and means an engine for the independent audiovisual industry in the region. Shows like “Luar”, with over 20 years on air, or successful series like “Matalobos”, 2012 Prix CIRCOM’s winner for drama category, ratify its consistent success among the audience.

CRTVG is working to adapt its contents to the new market demands and developing a strategy focused on mobile and social media. CRTVG also counts with specific features allowing to monitor live broadcasts of TVG an Radio Galega, as well as the video on demand.

EITB (Euskal Irrati Telebista – Basque Radio and Television) is a publicly owned audio-visual group that operates broadcast media in the Basque Country.

EITB is a public service broadcaster answerable to the Basque Government whose remit is to respond to the needs of Basque society with a range of audio-visual products including news & current affairs, educational content and entertainment of a plural, attractive, high-quality nature, to promote the Basque language and culture and to help normalise and extend the use of Basque in the current audio-visual ecosystem.

It has three business units for creating and distributing content: TV, Radio and Online. The three are currently run jointly under the flagship company EITB Media. The broad range of content offered by EITB includes news and entertainment in both Basque and Spanish.

About SVT
Our vision is to contribute to a more inquisitive, informed Sweden. Our aim is to create content that engages, entertains and enriches - in the service of the public.
The official start took place on 4th September 1956. It was a flying start, the culmination of several years' trial programme transmissions. In 1969 a second national channel was added.
The production is organized in two divisions; The News Division and Program Production. The production is located in various places in Sweden and we have news editions around Sweden, in a total of 37 locations from Kiruna in the north to Malmö in the south.

Channels
Today SVT operates four channels - SVT1, SVT2, SVT24/SVT Barn (a childrens´ channel) and together with UR; Kunskapskanalen. SVT Barn and SVT24 share the same channel ID.
All SVT channels are digital only. All are distributed via all kinds of platforms. The SVT-programmes can be viewed on SVT Play for 30 days after the first broadcast.

Corporate Structure
The corporate structure is a limited company owned by a foundation. From January 1st 2019 SVT is financed by a public service fee which is income based and collected as a tax. The public service fee also finances public service radio (SR) and the Swedish Educational Broadcasting company (UR). The maximum fee for an induvidual is 1300 SEK per year.

Rules and regulations
SVT programming is subject to the provisions of the Radio Act, to terms set out in the charter between SVT and the state as well as internal programming guidelines. The charter guarantees SVT´s independency of all pressure groups, political, commercial or otherwise.
One of the most important points is "to scrutinize authorities, organizations and private firms which exert influence over policy affecting the public, and cover the activities of these and other bodies".
Programming
SVT programming is non commercial. Advertising is not allowed but sponsoring of sports events is. The programming covers the whole genre spectre. SVT1 is the biggest channel and also receives the highest ranking by the Swedish audience.

The BBC was established in 1922 and provides:

A portfolio of television services, including the UK’s most-watched channel BBC One, the pioneering online-only youth service BBC Three, and channels for children, as well as national and regional television programmes and services across England, Northern Ireland, Scotland and Wales.

Ten UK-wide radio networks, providing live music broadcasting in the UK, as well as speech radio. There are also two national radio services each in Scotland, Wales and Northern Ireland and 40 local radio stations across England and the Channel Islands.

Digital services include BBC News, Sport, Weather, CBBC and CBeebies, iPlayer and BBC Sounds.

The BBC's on demand services have grown in popularity. Each month around 350 million shows are requested from BBC iPlayer, while more than two million people use the radio app BBC Sounds.

BBC World Service television, radio and online in more than 40 languages.

Established by a Royal Charter, the BBC is principally funded through a licence fee paid by UK households. Commercial operations including BBC Studios, the BBC’s production company and distributor, provide additional revenue for investment in new programming and services for UK audiences.

The BBC’s Board ensures delivery of mission and public purposes which are set out in the Charter. The Executive Committee is responsible for day-to-day management. The BBC is regulated by Ofcom.

BBC England is part of the Nations & Regions division. It is made up from 3,000 staff based from the Channel Islands in the south to the Scottish borders in the north. It produces daily regional TV News in 13 regions, weekly current affairs and politics shows in 11 of them. It runs 40 Local Radio stations and local digital services.

MG ALBA was incorporated by the Broadcasting Act 1990 (as amended) to administer the Gaelic Broadcasting Fund. It operates the Gaelic television service, BBC ALBA, in partnership with the BBC.
The remit of MG ALBA is to "secure that a wide and diverse range of high quality programmes in Gaelic are broadcast or otherwise transmitted so as to be available to persons in Scotland". 
MG ALBA also undertakes research, training and online initiatives.
